2023

Bert Meunier Common

Improvements planned for this neighbourhood park in the Cataraqui North subdivision include adding a basketball court, new pathway and a play field. This project is currently under construction. Project contact: Patricia Sharpe

Cricket Field Baseball Diamond Renovation

The existing baseball diamond in the southwest corner of Cricket Field is scheduled to be renovated this fall. It will be designed for children aged 13 and under. Lake Ontario Park

Planned playground improvements at the north playground area at Lake Ontario Park include replacing aging play equipment, removing aging masonry bbq (located near the north event lawn area), and installation of new safety surfacing, accessible bench, and a pathway. Project contact: Chanda Sames

LaSalle Park

The play equipment at LaSalle Park is aging and will be impacted by the construction at the Pumping Station. The playground is proposed to be replaced and relocated to a new location within the park to provide a playground with greater public visibility and accessibility. In support of the improvement, new safety surfacing, an accessible bench, and a pathway to the playground are planned.

Max Crescent Park

Max Crescent Park will be a new neighbourhood park located in the Cataraqui North subdivision at the corner of Max Crescent and Anderson Drive. Proposed amenities include a new playground and a woodland walk. This project is currently under construction. Project contact: Patricia Sharpe

McBurney Park

Improvements to McBurney Park include converting the wading pool into a spray pad and replacing the equipment in the playground. Staff plan to use the footprint of the existing wading pool for the new spray pad. Archaeological monitoring will occur throughout the project. View the revised site plan. Construction: 2021 to 2022. Richardson Beach

Proposed improvements to Richardson Beach include improved access to the beach and water's edge, access to the water and shoreline improvements. Improvements to Richardson Beach were identified as the top priority in the Waterfront Master Plan. Project contact: Laurie Paquin

Snider Park

The City of Kingston has received a resident request to establish an off-leash dog park in Snider Park. Pending Council approval, this project would include creating a new off-leash park, as well as relocating and replacing aging playground equipment.

Public engagement

Wheathill Street Park

Wheathill Street Park is a new 1.5-hectare community park located south of Taylor-Kidd Blvd. and west of Centennial Drive. This new green space is being planned in partnership with the Conseil des écoles catholiques du Centre-Est (CECCE) and Conseil des écoles publiques de l'Est de l'Ontario (CEPEO). The future park will be adjacent to the future French secondary school and is proposed to be designed to allow a fluid connection between the sites. 2022

Oakridge Park

Planned playground improvements at Oakridge Park include relocating the playground to the north side of the park, replacing aging play equipment, installation of new safety surfacing, and combining the playground areas so that all play equipment is located on a single pad of safety surfacing.   Accessible bench seating will also be installed. Project contact: Patricia Sharpe

Portsmouth Olympic Harbour - Lake Ontario Park Waterfront Pathway Improvements

Kingston’s Waterfront Master Plan identified the need for upgrades to the waterfront pathway between Portsmouth Olympic Harbour and Lake Ontario Park. The improvements will include accessibility upgrades, a wider path, lookouts, benches, landscaping and shoreline protection areas where water levels and wind events have compromised infrastructure. Rudd Avenue Pathway

Improvements were made to formalize an existing footpath between Rudd Avenue and Serpentine Lane. The route follows a City-owned road allowance and improves pedestrian connections in the community and near the waterfront. View the revised site plan.  Project contact: Chanda Sames 

2021

Morton Way Shoreline Repair

Improvements to Morton Way shoreline include repairs to the shoreline at the foot of Morton Way, adjacent asphalt area, and water access improvements. Work is scheduled for implementation for 2021-22 in conjunction with the Portsmouth Waterfront Pathway project.

2020

Breakwater Park Temporary Washroom Building - Construction

A temporary washroom building will be installed in Breakwater Park in 2020. The accessible facility will feature flush toilets, sinks, urinals, hand dryers and interior and exterior lighting in both the universal and standard washroom. The building will be located on a concrete pad in the west end of the park, adjacent to the existing pathway. Project contact: Laurie Paquin.

Grass Creek Park washroom and change room - Construction

The City is planning an upgrade of the washroom and change building in Grass Creek Park. The project will involve the reuse of a post and beam structure that once sheltered the Phoebe antique steam launch exhibit. See the project page for more information. Construction: 2019-2020. Hemlock Downs Park - Construction

Park improvements include playground, pathway, seating and drainage improvements. Construction: 2020. Project contact: Chanda Sames

Jade Avenue Park - Construction

The City is building a new park on Jade Avenue in the Midland Park subdivision. Amenities proposed for the 1.5 acre park include a lawn, playground, pathways, seating and trees. Construction to be completed in 2020. Project contact: Laurie Paquin

Napier Street/St. Joseph and St. Mary school site - Construction

The City is developing new parkland on the former Napier Street/St. Joseph and St. Mary school site at 671 Brock St. The new parkland will connect adjacent Churchill Park, incorporate Napier St. and connect to Macdonnell Street. Construction: 2020. Project contact: Chanda Sames 

Shoreline and pathway repairs

The following Waterfront Trail shorelines and pathways will be temporarily closed to accommodate short-term repairs. Detour signage and barriers are in place and residents are asked to use an alternate route until this work is completed. 

  • Crerar Park shoreline - two small sections near the east and west ends
  • Waterfront pathway in Macdonald Memorial Park, west of Murney Tower to the heli-pad
  • Waterfront pathway at the bottom of Mowat Ave. from the south end of Mowat bridge to Lake Watch Lane

Wayfinding, celebration & promotion of Kingston's waterfront

Bayridge Park - Construction

Belle Park Master Plan - Public engagement

The City is developing a master plan for Belle Park, a 80-acre park situated on a former landfill in the core of Kingston on the shores of the Cataraqui River. View engagement opportunities and timelines on the project page. Project contact: Neal Unsworth

Champlain Park Sportsfield - Construction

Proposed upgrades include new sports field and playground equipment upgrades. Champlain Park Playground will soon be open. The sports field will remain closed to allow the new seed to establish.  There will be additional new work starting later this summer that will include a new paved path connecting the school to the Leroy Grant pathway and a new paved court next to the school. City Park Ring Road

On Friday, Nov. 15, the ring road through City Park was closed to motor vehicles. Motorists are no longer be able to drive or park on the road. The road remains open to pedestrians and cyclists. The road has been used and damaged by motorists for several years and this closure will allow the City to improve the condition of the road for active transportation and event uses.

Park visitors who drive to the park will continue to have many parking options in the immediate area, including metered parking both on-street and in nearby parking lots.

Fairway Hill Park

Proposed renovations to Fairway Hill Park include pathways, seating, a playground and landscaping. Public input was collected in November, 2018. Improvements will be completed in 2019. Project contact: Laurie Paquin

James Nelson Park - Construction

Playground equipment replacements are planned for James Nelson Park. An information session was held Oct. 16 to receive feedback on the equipment options. Construction: summer 2019. Project contact: Patricia Sharpe.

Leroy Grant Pathway - Construction

The proposed Leroy Grant Pathway is a multi-use 1.3 km paved trail from Elliot Avenue to Third Avenue Park. It will be located within and adjacent to the road allowance of the proposed Leroy Grant Drive extension. The pathway is part of the City's Active Transportation Master Plan. 

Meadowbrook Park - Construction

Proposed park improvements include playground upgrades, a new pathway and improved seasonal trails in naturalised area including in the dog park. Construction: 2019. Project contact: Patricia Sharpe.

Rotary Park - Construction

"The City has permitted the Limestone Boat and Board Club to develop and operate a community led small craft club in the park. Installation of a public dock and storage container is occurring this summer. The club is also pursuing the future development of a boat club building. The club is open to all people. Springer Park - Construction

New seasonal trail connecting Portsmouth Rd. to the Parkway path. Project contact: Patricia Sharpe.

West Park - Construction

Improvements to the playground equipment, new safety surfacing and basketball pad updates are planned for West Park. Based on feedback received from public consultation, the refined concept is a blend of elements that were most preferred in the previous 2 concepts presented at the public open house. 2018

33 Ontario St. pathway

The pathway connection at 33 Ontario Street was asphalted.

Breakwater Park 

Breakwater Park underwent extensive renovations, which were completed in 2018. The improvements to the park were developed through extensive public consultation over a 5 year period. 

Cataraqui Estates Business Park Trail Extension

As part of the extension of Centennial Drive, the existing trail system will also be expanded. The proposed trail will link users from the INVISTA Centre to the existing K&P Trail, through a beautiful woodlot within the Cataraqui Estates Business Park. The proposed trail extension includes landscaping improvements, natural rest areas along the trails as well as formal seating near the entrances of the trail. View the proposed trails.

Lions Civic Gardens - Construction

Upgrades include downward lite lighting along the pathway between Ridley Drive and Lions Civic Gardens. The lighting is to improve public safety at night and efforts has been made to reduce light pollution with the most modern dark sky compliant lighting fixtures.

Nickle Avenue Park

Proposed park improvements include play equipment upgrades, replacement of play surfacing, accessible path and seating.

Shannon's Corners Park

Improvements slated for 2017 include the renovation of the ball diamond, with grading, fencing and sodding, sports field lighting upgrades and landscaping and tree planting.View the concept plan.

Urban K&P Trail

In May 2015, City Council asked staff to pursue a detailed work plan to extend the K&P Trail into the urban area of Kingston. The plan was to outline necessary time-sensitive steps, cost estimates and all possible route segment options to allow work on the urban K&P Trail to be completed in time for it to open on July 1, 2017.

Welborne Avenue Park

Proposed park improvements include play equipment upgrades, replacement of play surfacing, accessible path and seating.

Woodbine Park
Proposed improvements to Woodbine Park include expanded parking area, pathway improvements, and an expanded volleyball area.

 


2017

100 Foot Park Pathway

The 100 Foot Park Pathway runs between Highway 15 and the Cataraqui River between Medley Court and Limeridge Drive in the east end. Proposed improvements include: some new surfacing, sections of asphalt for the steeper sections, a new bench, brush removal and removal of older chain link fence. See the detailed drawings.

Belle Park Ideas

The City wants your recreational and naturalization ideas for improving use of Belle Park.

Caton's Park

In 2015, Caton's Park, including the softball diamond, was closed to the public due to unsuitable soil conditions. As a result, the park is being remediated and improved. As part of this process park design options were assessed.

A public meeting in July discussed the proposed improvements for the park. Two design options were presented - one included a soccer field and the other one included a softball diamond.

The recommended park improvements are to renovate the softball diamond and not change the facility to a soccer field. View the final concept. Based on sports field booking data and trends, there is a need to keep the softball diamond and public feedback received supports this. Efforts will be made to minimize the amount of healthy tree removal in the park during remediation. The construction will be completed in the summer of 2017.

March 2017 update - Select trees and vegetation have been cleared, or pruned, in preparation for the renovation the park. Trees in poor condition and those assessed as potential hazards were removed.

The remaining renovations are set to begin this spring and include:

  • the demolition of the existing concrete block park building;
  • the reconstruction of the soft ball diamond; and
  • grading and landscaping, including new tree planting

Park construction will not affect the soccer fields and they will remain in use for the 2017 season.

Meadowcrest and Madoma Parks

The two former community centres have been demolished. Starting this spring, the following park improvements will be undertaken:

  • Madoma Park - new pathways, shade shelter, picnic tables and refurbished tennis / basketball courts. View Final Plan
  • Meadowcrest Park - new pathways, picnic table, swings and basketball court. The softball diamond will be available during the construction phase.  Some interruption to the parking lot should be expected. View Final Plan

Memorial Centre Park

Proposed improvements to the playground and immediate area at the Memorial Centre include additional play equipment, new paths, seating, picnic tables and tree planting. The City is also considering enlarging the eating area at the pool. View the final plan.

Niagara Park

This parkette – behind the homes on Lundy's Lane, Niagara Park Drive and Queenston Heights – is getting upgrades. The old play equipment will be removed and a new play equipment area including seating and a connecting path from Niagara Park will be constructed. Rotary Park

View the proposed improvements to the Rotary Park and Lemoine Point Conservation area driveway to enhance safety related to traffic speed, parking, cycling and pedestrians. Proposed upgrades include new traffic-calming measures at various points along the entire length of the driveway and improvements to the gravel shoulder near the dog park.

Third Avenue Park

Proposed improvements include grading to improve drainage, a new playground with equipment and swings, a seating area, a connecting path from the street and tree planting. Construction is slated to start spring 2017. View the final plan

Lawrence Park: 693 Aylmer Crescent

This is a playground improvement project. The work includes a new pathway connecting the updated play area with new equipment and seating. View the proposed plans.

Poplar Grove Park: 590 Glenview Avenue

This is a new playground installation. Work includes a new pathway connecting the play area with adjacent seating. View the proposed plan.

Victoria Park

Upgrades to Victoria Park include a new water feature, spray pad and gathering area, improvements to the tennis and basketball courts, bioswale garden, foot bridge and 80 plus new trees. View the park plans on the project page.


2016

Coal Dock Pathway

The Coal Dock Pathway is a portion of the waterfront pathway at Lakewatch Lane (at the foot of Heakes Lane) and the former coal dock.

An alternate pathway/route and chain-link fencing were installed in 2016. Construction was completed in the fall of 2016. View the completed project photos - view 1 & view 2.

Collins Bay Wharf

The updates are complete. The boat launch and wharf are open for use.

Friendship Park

Improvements included acrylic surfacing of the tennis court, and upgrades to path and seating areas. Construction was completed in spring 2016. View the completed project photos.

INVISTA Throwing Field

The INVISTA Centre property now includes an IAAF Throwing Field (javelin, hammer and discus events) to complement the existing track and field facility. The field is located south of the INVISTA Centre. The project was completed in summer 2016. View the completed project photos.

Janette Street Park - Woodhaven Subdivision

The plan for the park includes a playground, path, benches, a lawn area and tree planting. Construction is complete. View the conceptual design.

Kingston Community Health Centre Parkette

The KCHC land at the corner of Weller Avenue and Compton Street was developed as a public parkette. The parkette design includes a gathering area with a basketball net, seating, open lawn areas and tree planting. Construction was completed in spring 2016. View the completed project photos.

Molly McGlynn Park

The plan included a splash pad, playground, seating, pathways and landscaping. Construction was completed in the summer of 2016. View the completed project photos.

Riverview Park

Improvements to Riverview Park included acrylic surfacing of the tennis courts and upgrades to the playground. Construction was completed in spring 2016. View the completed project photos.

Shannon's Corners Park

The plans include a reconfigured parking lot, pathways, a multi-purpose court and landscaping. Construction started in fall 2015 and will be completed in 2016.  View the site plan and the project photos - playground and basketball court.

Waterfront Master Plan

Westbrook Meadows Park

West Branch of the Little Cataraqui Creek Trail Feasibility Study

The feasibility study has been approved by Council for future implementation, and is expected to begin in 5 years. View the approved trail route.

West-end Splash Pad - Woodbine Park

2014

Friendship Park

Upgrades to the tennis court are proposed for 2014. In conjunction with the upgrade, two conceptual master plans were presented to the community in 2013. The two concept plans showed possible future upgrades to other elements of the park.

Halifax Park Park Development - Halifax Drive

Two conceptual designs including a new playground, play field(s), seating area, path system and landscaping were presented at a public meeting in 2013. Construction is proposed for 2014.

Riverview Park

Upgrades to the tennis courts and playground are proposed for 2014.  In conjunction with the upgrades, two conceptual master plans were presented to the community in 2013.


2013

Trillium Ridge Park - 341 Waterloo Dr.

A new playground location is proposed within Trillium Ridge Park to provide a safer and more accessible play space. The existing play structure is proposed to be replaced with a new senior and junior combo play structure to be located at one central location in the park. The existing swing set is proposed to remain as it is still in good condition. Asphalt paths, concrete pads with benches and wood mulch play surfacing are proposed. To further improve the visibility and provide a safer pedestrian environment within the park, some of the low woody shrubs and vegetation near the edge of the pathways are proposed to be removed.

Buckingham Park - 19 Buckingham Court.

To improve the playground experience in Buckingham Park, the City is proposing to replace the existing play structure with a new combined senior and junior play structure, seesaw and a new swing set. In addition, asphalt paths, a concrete pad seating area and wood mulch play surfacing are also proposed in the improvements to increase accessibility to the playgrounds.

Bexley Gate Park - 836 Muirfield Cres.

To improve the playground experience in Bexley Gate Park, the City is proposing to replace the existing play structure with a new combined senior and junior play structure. The existing swing set to the south end will be replaced and relocated with the other play equipment for added play value and public safety. In addition, asphalt paths, a concrete pad seating area and wood mulch play surfacing are also proposed in the improvements to increase accessibility to the playgrounds.
