Active and lively public places are what makes a city a vibrant place to live and visit. The intersection of Princess and Division Streets is where multiple neighbourhoods meet and is a gateway to the downtown. Thousands of people drive, walk or pass through the intersection every day. The City launched The Hub Project, a public engagement initiative, to work with the public to explore and generate ideas on how the intersection could be enlivened by public art. Ideas that emerge will help shape the scope of the type and themes of public art for the intersection.

A report on the feedback received through this public engagement is now posted.

The Hub Project meets all three objectives of the City's Public Art Master Plan:

  • contributing to making a high-quality, vibrant public realm
  • bringing cultural provision to under-serviced areas across the city
  • telling the full Kingston story, building on the current heritage focus in a way that is contemporary and inclusive.

The City received financial support from the Association of Municipalities of Ontario Main Street Revitalization Initiative for the Hub Project.

Engagement opportunities

September 2018

Hub Project pop-up booth was set up at the 2018 Princess St. Promenade. Residents had the opportunity to speak with City staff about the project and provide their input on public art at Princess and Division.

March 2019

Two in-person engagement sessions were held at The Spire. These workshops, led by the Crazy Dames, a consulting trio who specialize in urban planning and cultural engagement in cities and public spaces, gave residents the opportunity to learn more about the Hub Project and share their input on public art at Princess and Division.

Next Steps

Based on the work completed to date for The Hub Project, the Crazy Dames developed a report and recommendations for the City that outlined an approach for public art for the Princess and Division Street intersection. The recommendations reflect the feedback gained through the public engagement process and aligns with broader City goals, policies and current initiatives. The recommendations are:

  1. Incorporate small-scale public art interventions in the public realm (at-grade and community driven) to respond to the desire for community gathering spaces and interactions;
  2. Commission an iconic public art piece to respond to the desire for sense of pride and act as a destination for tourists and visitors;
  3. Develop a Placemaking Strategy (and/or Community Benefits Strategy) to respond to the need for broader revitalization of and community priorities for the area.

Beginning spring 2019, the City will be implementing the first recommendation outlined above to incorporate small-scale public art interventions in the public realm. Goals for this recommendation include:

  • Animate the intersection through temporary public artworks and permanent art pieces that engage community members and add vibrancy to the area.
  • Engage local artists, emerging artists and community members in the creation of artworks.
  • Use the public artworks and the creation process to support a broader placemaking strategy by:
    • Documenting and reporting on how members of the public use and experience the installed public art and considering this in the development of a placemaking strategy to further enliven the space;
    • Using the physical artworks as spaces to host community consultations and conversations about broader city-building, community benefits and placemaking goals and initiatives (i.e., incorporating creative methods such as community/art walks and panel discussions).
