The City collects development-related charges according to the Development Charge and the Impost Fee Bylaws. The charges, collected when a building permit is issued, help the City fund the infrastructure to support future development. The rates and rules were established by the 2009 Development Charge/Impost Fee Background Study.

The Development Charge and Impost Fee Bylaws expire on September 15, 2014. The Development Charges Act, 1997, requires:

  • review of the Development Charge every five years;
  • a Background Study be prepared to support the new Development Charge and associated Bylaws;
  • a public meeting on proposed changes to the Development Charge and the Background Study.
