About

On March 7, 2017, council approved funding for the renovation of Breakwater Park, including work to the shoreline and improvements to the Utilities Kingston Dock. The design was developed through extensive public consultation (including 8-80 Cities) and was approved by council in May 2013. The improvements to Breakwater Park were originally scheduled to be completed in 2018 as part of the Waterfront Master Plan.

Up to $1 million in financial support, through the Canada 150 Community Infrastructure Program (CIP 150), made it possible to begin the work a year earlier than projected. The W. Garfield Weston Foundation generously provided a $500,000 donation to Swim Drink Fish Canada to also support renovations.

Park renovations include:

  • A new park promenade
  • Pedestrian bridge
  • Pier upgrades
  • Steps and seating
  • Shoreline works
  • Landscaping and tree planting
  • Accessibility improvements

June 20, 2017

Council approved the renaming of the P.U.C. dock as the Gord Edgar Downie Pier in recognition of his involvements in stewardship of Lake Ontario. Recognition of the renaming will coincide with the official re-opening of Breakwater Park.
