Private Property Murals
Creating an outdoor mural
To support creating murals on private property, we have streamlined the application process. Anyone can apply to create an outdoor mural, including:
- artists,
- property owners,
- business owners,
- community organizations,
- groups
We will review your application and determine if the mural is eligible. Approved applications do not need a sign permit and are not considered graffiti.
What is a mural?
A mural is a design or work of art applied directly to a wall on fixed panels or painted for the purpose of artistic expression, decoration, and public art.
Heritage properties
Installing a mural on a Heritage Property, or a property listed in the City's Heritage Registrar, requires a heritage permit. Please email heritageplanning@cityofkingston.ca to learn about the requirements before applying.
Program goals
- Offer low-barrier opportunities to produce murals by:
- rank and speed-up mural applications;
- provide guidance and support to applicants;
- remove some bureaucratic processes for the applicants.
- Improve the public spaces by supporting the creation of murals as public art;
- Support community organizations and groups creating murals in their neighbourhoods
How to apply
- Review the Program Guidelines.
- Review the Mural Toolkit for best practices and suggestions on what to consider.
- Select the site and ensure you have written permission from the property owner.
- Select the artist and get a proposed design.
- Fill out the application.
