The project is catergorized into four phases:

• Phase 1 – The environmental Assessment 2009 – 2013
• Phase 2 and 3 – The preliminary design and business plan January 2016 – June 2017
• Phase 4 – Detailed design and construction February 2018 - ongoing

Phase 1 – The environmental Assessment 2009 – 2013

The purpose of the Environmental Assessment study  was  to  evaluate  the  need for  and  the  feasibility  of  implementing  additional transportation  capacity  across  the  Cataraqui  River  in  the  City. The study was published on April 16, 2012 and approved by the province in 2013.

Phase 2 and 3 – The preliminary design and business plan January 2016 – June 2017

• Over 9,000 visitors to the Third Crossing project website - by March 2017
• Over 5,200 views of Third Crossing project videos - by March 2017
• 1,144 respondents to the Third Crossing survey - Summer 2016
• 12 community presentations to over 315 residents in business and community groups - started January 2017
• 213 participants and 147 comments received at the first Public Open House - September 2016
• 95 participants and 21 comments received at the second Public Open House - April 2017
• 235 participants and 70 comments received at the third Public Open House - April 2017
• Response to over 100 emails to the Third Crossing email address - by April 2017
• Over 50 comments on the two-way website forum - by March 2017
