Meet the Team

The Third Crossing is being led by the City of Kingston in collaboration with Kiewit and Hatch who are responsible for the oversight, design and construction of the project. The project team will continue to meet and engage the public at key points throughout the project.

Deputy commissioner, major projects

Mark Van Buren, has been with the City since 2002, most recently taking on the role of deputy commissioner, transportation and infrastructure services, engineering – the group overseeing the construction of the Third Crossing. Born in Calgary, Mark went high school in Oshawa and got to know Kingston when he attended Queen's University where he achieved a B.Sc., a Masters and then a PhD in Engineering. He tested his mettle in Milwaukee and Chicago before coming back to work for the City of Kingston where he joined the Third Crossing project in 2009 as part of the Environmental Assessment team.

Dan Franco

Projects engineer

Projects engineer, Dan Franco, may have been born in London, Ontario, but considers Kingston his home town. He's been here since 1983 and attended Holy Cross Secondary School before heading to St. Lawrence College and then Queen's University as he worked to become a civil engineer. Armed with a Queen's Bachelors of Science degree in Civil Engineering, Dan started working for the City of Kingston in 2005. He has been working on the Third Crossing project since the Environmental Assessment in 2009.

Holly Wilson

Manager, intergovernmental relations

Born and raised in Kingston, Holly Wilson has been with the City since 2012 – working to secure the funding for the Third Crossing from the upper levels of government. Now that piece is complete, she is focused on communicating and engaging the public on the progress of this milestone project. After getting her BA in Communications and Political Science from Wilfrid Laurier University – and an Ontario College Graduate Certificate in Corporate Communications from Sheraton College – Holly worked at the Ontario Legislature in Toronto and The Regional Municipality of Halton in Oakville before coming home to Kingston.

Marie Bartlett

Lead communications and public engagement

Marie recently joined the Third Crossing project team in June 2018 focusing on communications and public outreach campaigns for the project. Marie previously worked for the City of Vancouver leading on some high-level projects such as building 600 temporary modular homes for people experiencing homelessness in Vancouver. She has a baccalaureate in Communications.

Holly Saunders

Executive assistant

Executive assistant, Holly Saunders joined the team to build the Third Crossing in 2017 leading the administrative functions of the project. She has worked for the City of Kingston in diverse roles for 11 years, signing on just a couple of years after she moved to Kingston in 2004. Born in Barrie, Holly has degrees in Sociology from the University of Waterloo and Education from Queen's University.

Scarlet Eyles

Manager financial planning

Scarlet joined the City of Kingston in 2011 as a Financial Analyst where she has primarily supported capital related functions. Over the last couple of years, Scarlet has been part of a team responsible for the implementation of a new Financial Management System. Scarlet recently joined the third crossing project in August 2018 as the key financial support where she assists with the provincial and federal funding requirements and all other aspects of project financial management.

Kiewit is one of the largest, most respected construction and engineering companies in North America, and has been selected as the contractor responsible for building the new Third Crossing. Kiewit's extensive infrastructure experience includes the design and construction of bridges, ferry terminals, roads, canals and other transportation projects that have helped shape the landscape across Ontario and other Canadian provinces.

In Canada, Kiewit's project history includes the construction of the Spadina Subway Extension in Toronto, the VivaNext D1, H2 and H3 public transit projects in the Toronto metro area, the Vancouver International Airport Runway, the Sea-to-Sky Highway and Port Mann/Highway 1 projects in Vancouver, and the Laval Metro Rail in Montreal.
