Project Updates

Status Update – March 2022 

The final draft of the City’s New Zoning Bylaw and related Official Plan amendment is now online for public review. It will be presented at a public meeting of Planning Committee on April 7 and subsequently at a special meeting of Council on April 26. 

The proposed Official Plan amendment is intended to better enable the new Kingston Zoning Bylaw to implement the intent of the Official Plan and to implement the final policy recommendations from the Central Kingston Growth Strategy with respect to identified intensification areas. 

The zoning framework and the Official Plan policies developed through the Central Kingston Growth Strategy have been incorporated into the final drafts.

The City is also proposing to repeal its existing Parking Exemptions Bylaw and replace it with a new Cash-in-lieu of Parking Bylaw.

Residents are encouraged to attend an open house on March 30 to learn more about the New Zoning Bylaw, Official Plan amendment and the Cash-in-lieu of Parking Bylaw and next steps for this work.

Status Update – June 2020

As noted in the June 2018 update, since the release of the first draft of the new zoning bylaw, staff have been working to address a number of "bucket issues" related to the new zoning bylaw. Some of this work has resulted in amendments to the existing zoning bylaws, for example, those related to second residential units, front yard parking and driveways, and temporary parking/storage of recreational vehicles, watercrafts, and trailers, etc. The intent is to carry forward these amendments into the new zoning bylaw.

At this time, it is anticipated that two additional drafts will be released, one in late 2020/early 2021 after the completion of the Central Kingston Growth Strategy, and the final draft of the bylaw for Council's consideration in 2021.

Status Update – June 2018

Since the release of the first draft of the new City-wide Zoning Bylaw, staff have been working to address a number of "bucket issues" which are additional items that have come forward as a result of residents' feedback on the first draft, challenges identified by staff with respect to implementing some of the Official Plan policies, new legislative changes and emerging forms of land use. A June 12 Council Report provided an update on the new City-wide Zoning Bylaw project, including a summary of work that has been completed, and the steps necessary to bring the project forward.

At this time, it is anticipated that two additional drafts will be released, one in the fall of 2019 after the completion of the Central Kingston Growth Strategy, and the final draft of the bylaw for Council's consideration in 2020.

Reddendale Planning Framework and Urban Design Guidelines

On December 19, 2017, Council directed staff to advise them on the feasibility of developing a planning framework that is specific to addressing infill development pressures in the Reddendale area. This work was proposed as an expanded scope of work within the Zoning Bylaw Update project. Background information and the objectives and scope of work for this project were presented to Council on January 23, 2018. In 2018, staff worked alongside Dillon Consulting Limited to develop initial zoning recommendations and area-specific urban design guidelines for the Reddendale neighbourhood. A public open house was held on October 9, 2018 to seek feedback on the initial recommendations. Following the public open house, the formal Planning Act process to amend Zoning By-Law Number 76-26 was initiated on January 28, 2019. A Public Meeting was held with respect to the subject application on March 7, 2019, followed by a second public open house on April 24, 2019. A comprehensive report with the final zoning and urban design recommendations was presented to the Planning Committee on September 19, 2019. The amendments to the zoning by-law came into effect on October 1, 2019. The intent is to carry forward the amendments into the new City-wide Zoning By-Law.

Zoning bylaw put on hold

The first draft of the new zoning bylaw was released to the public on October 27, 2016. The regulatory framework recommended by the Central Kingston Growth and Infill Strategy will form an important component of the new zoning bylaw. Therefore, further advancement of the new zoning bylaw is put on hold until the Central Kingston Growth and Infill Strategy is complete. The recommendations of the strategy will be incorporated into the second draft of the new zoning bylaw, which is now anticipated to be released in 2019. During this time, staff will continue to work to resolve a number of "bucket issues" (e.g. short-term rentals such as Airbnb, public versus public school permissions, etc.) that have been identified through the zoning bylaw review process.
